Dr. Richard B. Weinblatt has an
unusual mixture of solid law
enforcement street experience,
training, college education, and
executive level experience
coupled with time spent teaching
in an academic college setting.

Weinblatt has made regular in-studio
appearances to discuss law enforcement issues
on El Paso, Texas-based KVIA-TV's (ABC) "Good
Morning El Paso" and WGHP-TV's "FOX 8 Morning
News" in High Point, North Carolina (covering
Greensboro, High Point, and Winston-Salem). He
was a member of the 2004 Panel of Guest
Columnists for The Courier-Tribune daily
newspaper in Asheboro, North Carolina. Weinblatt
writes regular columns, "The Police and the Press"
and "Weinblatt's Tips" for for PoliceLink.com,
PoliceOne.com and "Career Corner" and "Reserve
Power" for Officer.com, as well as "Cop Career
Counselor" for Law Enforcement Jobs.com. (Click

Weinblatt has also worked as the Chairman of the Public
Services Department and as a Criminal Justice Instructor
for South Piedmont Community College, a large regional
community college located outside of Charlotte, North
Carolina, and as a reserve police officer with the Town of
Wingate Police Department in Wingate, North Carolina.

policed a 2,500
square mile county for
the very busy Patrol
Division of the Santa
Fe County Sheriff's
Department. He also
served as the Public
Information Officer
and Reserve Liaison
for the Dona Ana
County Sheriff's
Department in Las
Cruces, New Mexico.

In addition to the Southeast and the Southwest, Weinblatt has also served in law enforcement
in the Northeastern part of the United States.
Weinblatt has over 1,000 hours of advanced training and a number of law enforcement
instructor certifications. He is a certified instructor having taken instructor training dictated by
criminal justice standards authorities in the states of Florida, North Carolina, and New Mexico.
Under Florida's Criminal Justice Standards and Training Commission guildelines, in addition to
General Instructor certification, he is also a certified "CMS" Vehicle Operations Instructor, a
certified "CMS" Defensive Tactics Instructor, and a certified "CMS" Firearms Instructor.
He has also taken instructor certification courses for Armor Training Academy's OC Pepper
Spray, ASP's Expandable Tactical Baton, Monadnock's PR-24 sidehandle baton, Taser
International's X26 and Advanced M26 Taser, Tasertron's TF-26 Taser Weapons System, and
the North Carolina Justice Academy's Juvenile Minority Sensitivity Training: Train the Trainer.

Weinblatt was awarded the Certified Law
Enforcement Trainer (CLET) designation by
the American Society for Law Enforcement
Trainers (ASLET). He serves on the
Advisory Board of the Reserve Police
Officers Association.
In 1993, he wrote the book Reserve Law Enforcement in the United States: A National Study of
State, County and City Standards Concerning the Training & Numbers of Non-full-time Police
and Sheriff's Personnel (click HERE for more information on the 250 page book).
Weinblatt has earned a bachelor's degree in Administration of Justice from Guilford College in
Greensboro, North Carolina, a Master of Public Administration in Criminal Justice degree
(M.P.A.) from City University in Bellevue, Washington, an Education Specialist (Ed.S.) degree
at the University of Sarasota in Sarasota, Florida, and a Doctor of Education (Ed.D.) from
Argosy University/Sarasota. He has also completed 12 graduate credit hours towards a Master
of Business Administration (M.B.A.) degree from New Mexico Highlands University in Las
Vegas, New Mexico, and Pfeiffer University in Charlotte, North Carolina.

Among America’s Teachers
(2002, 2004, and 2005).
Weinblatt's work in the criminal
justice field was acknowledged by
his April 1992 meeting with
President George Bush in the
Oval Office of The White
House in Washington, DC
He has written numerous articles and trained countless
in-service and pre-service criminal justice students.
Well-known for his work with both the law enforcement
trade and consumer media, Weinblatt wrote a regular
column for ten years for Law and Order: The Magazine
for Police Management. He has also written for American
Police Beat, Corrections Technology and Management,
Narc Officer, Police: The Law Enforcement Magazine
and Sheriff. He has served on the Editorial Advisory
Board for Law Enforcement Technology Magazine. (Click

Weinblatt formerly served as the
Police Chief for the City of
Randleman, North Carolina (near
the City of Greensboro). As the
chief executive of the agency, with
the assistance of the officers and
the community, Weinblatt brought
the department to full strength for
the first time in ten years.
As police chief, Weinblatt also
started an annual officer awards
ceremony, created a very successful
Weinblatt currently serves as professor and program manager
overseeing the police academies for the Criminal Justice Institute
at Seminole Community College. The college is a large
educational institution with 32,000 students located just North of
Orlando in Sanford, Florida.

Citizens Police Academy, facilitated a redesign of the shoulder patch, and spoke at churches
throughout the city to reach out and bring policing to the community.
